Agenda for the Leconfield Parish Council (Lecpc) meeting to be held at the Leconfield Village Hall on 6th November 2023 at 7.30pm. (S/I denote ‘standing items’).

| 2 | Minutes of the Lecpc meeting held on 2nd October 2023 to be agreed and signed by the Chair as a true record. Minutes to be posted to the website by the Clerk. Jenny has now taken over as clerk and is fully up and running with the email account. | |
| 3 | S/I | Former Post office – Email from Michael Whitehead received on the 11th of October and sent to all councillors for an update |
| 4 | S/I | Village Hall: Cllr Haywood invited an update from KCOM re the rollout of fibre in Leconfield.Leaks to the Village Hall roof.Budget 2024-25- repainting outside of Rec Club Village Hall and Rec Club – condition survey required in order to bid for funds.Asset register review – working group for Pc’s to arrange.UKSPF yr. 3 bid approval requested.Proposed £7500 funding from Lecpc for the kitchen refurbishment at the village hall, Cllr Scruton has written to ERYC for approval of the work. Confirmatory vote to be taken.Grants application to be made to UKSPF by Cllr Garbutt & Cllr Haslam to demolish existing toilet block and replace with a permanent new build structure to discuss. |
| 5 | Planning: 1 – Brentwoods, erection of a detached garage to rear has now been approved. 2 – The Barn, Leconfield Park house, change of use of existing out building 3 – Butterfly Gables, construction of a drop kerb to front of property – Comments to be submitted no later than 6th Nov 23. 4 – Beverley Recycle plant – objections to be raised by 6th Nov 23. | 6 | Street lighting: Grange Road – Cllr R. Haywood has reported lights out in Grange Road – the lights are the responsibility of DST, who have been contacted and the issue has been noted. | |
| 7 | Open spaces: Emma Gawthorpe RYCC Festive Lighting. The hall and Rec Club are on ERYC owned land, they must not erect any external festive lighting or any other lighting at any time of year without the necessary permit protocol. | |
| 8 | Allotments: 1). Plot 2b: A letter has been sent to the tenant, he has replied confirming the T&Cs via email, it has been agreed no charge up the end of this FY 31st March 24 2). Plots 2a and 5: Following inspections of both plots, it is confirmed significant effort has been made to tidy and maintain the plots. Tenants have been informed via letter and about further regular inspections. 3). Discussions are ongoing regarding a boundary between the plots and the neighbouring boundary fence/hedges. | |
| 9 | Playing Field: Grass cutting: – Contract with ERYC for playing field and Millennium Green, councillors failed to make a decision at the October meeting, but ERYC need to know if Lecpc wish to carry on at the new rate for 2024. A reminder of costs as follows; £560 + vat for the Playing Field and £322.38 + vat for the Millennium Green. (Total: £882.38 + £176.48 vat = £1058.86). | |
| 10 | Speed watch – Update on progress of at least 12 volunteers as discussed on 2nd Oct 23 | |
| 11 | Grants: – Lottery commission fund to award £9900 to Lecpc. Remittance sent to all councillors, once received into the Bank it will be held under reserve for Hall Kitchen Invoice to be paid to ERYC £465.62. We have already paid 1st 50% of DIFY grant to Leconfield Hub – this amount will be deducted from the remaining 50%, so £1961.89 left to pay. | |
| 12 | Precept – Councillors to give thought to next year’s precept, not for in-depth discussion now. However, must be discussed in depth at December meeting for final submission to ERYC in January 2024. | |

| 14 | Any other business: Cllr Houltby has raised concerns regarding Youth Vandalism in the village, The number of incidents is growing, and we would like to discuss if the police should be informed by the Parish Council. | |

We need discussion to plan for reaction to any wifi company arriving to put up telegraph poles wherever they fancy. County Council has put at least a temporary stop to such actions in Hedon & Cottingham but we need guarantee that they cannot continue desicrating our landscapes & KCOM must be forced to offer shared use of their conduits at reasonable cost.
