Minutes for the Leconfield Parish Council (LecPc) held at the Leconfield Village Hall on 3rd of November 2025 at 07.00pm. (S/I denote ‘standing items’).

2 Minutes – Minutes of the LecPc meeting held on 6th October 2025 were agreed and signed by the Chair as a true record of the meeting.
3 Parish Councillors –
a) Welcome – Cllr Coates was welcomed to the Parish Council and took his seat on the Council
b) Co-option – Mr Luffingham’s application previously distributed to all PCs. Application for an open vote. Unanimous decision all Cllrs in agreement.
c) Cllr Knifton thanked for his Football grant delivery. Cllr Haslam thanked for grant delivery for additional accessible entrance to Village Hall.
4 Liaison with Humberside Police – PCSO not in attendance.
5 Ward Councillor – Cllr Smith not in attendance.
Cllr Garbutt has spoken with Cllr Smith who sends his apologies. Conversation took place around road safety.
6 S/I Speed Watch/Road Safety –
a) Discuss and agree next steps –
1) ANPR
2) Buffers Zones
3) Mobile SID’s
Costs for ANPR cameras to be discussed and budgeted for. Cameras cost £779 each. Solar panel to boost £112.00 Signage £58.60. Total cost £1100 each. For 1 camera PC would pay £624.00 ideally require 2. Also, a licence is required. The grant application window opens in December.
PC to put forward an expression of interest.
School Street – No update. Cllr Hamilton to speak with headteacher.
Post placed on Hub directing residents to ERYC info on speeding data.
b) Public Meeting discussion – ANPR Cameras – Decision to have a public meeting within the next PC meeting to be held on the 1st December at 19:00 hrs. 48 hr poll to be placed on FB. Survey to be taken on the 6th December (Christmas Fayre). To source advice from ERYC on best position for the cameras also considering feedback from Speed Watch. Potentially Main Street. However, Arram Road and Miles Lane are additional speeding areas. Discussion around advertising the meeting to residents (Notice boards, online, website) Agreed to use wording “speeding in the village” to advertise the public meeting.
7 Football – Cllr Knifton updated football is going extremely well. Regular testing of pitches. Won’t show any improvement until work on pitches commences. Autumn/Winter dressing will be the first steps. In process of getting new goal post and a new white line machine to be funded by grants.
8 Village Hall/Recreation Playing Fields –
a) Marketing/Advertising Plan – PC need to look at active marketing of the building however, need a marketing strategy. Some decorating is required. Scribe booking system is on standby. Confirmed will be a 2-tier pricing system. Awaiting a quotation for shutter blinds for the kitchen hatch for noise reduction. New tables required for Café area.
b) Pump Track – Slow progress. 1 contractor has been to site no quotation at the moment. Another contractor is visiting tomorrow. A lot of work still to be done. Commented needs to be ROSPA accredited.
9 Fire Safety Plan – All Cllrs in agreement to proceed with the new fire document distributed. Joint responsibility of the PC and Rec Club. 3 volunteers from the Rec Club. Training to be organised.
10 Commuted Sums –
a) Maintenance fund – PC received grant through Keepmoat build. This was in 2 parts. Main part for the upkeep of the refurbished Hall. Due to the situation of the roof leaking. ERYC agreed a proportion of Commuted Sums to go towards the roof. £15k to be claimed against the maintenance fund. Additional small claim to be made for guttering and downpipes. Remainder to be used for redecorating etc,
11 Community Fund –
a) Bank Account – New community bank account for community fund finances has been opened. Donation received from Leconfest in due course will receive residue from the Hub account.
b) Card Readers – Existing Hub one cannot be transferred across. Barclays is not an option. Cllrs agreement requested to support Sum-up machines to be purchased from the Community fund account. All Cllrs in agreement.
c) Easyfundraising – Up and running. 56 supporters. £45 donation received for new users registration. £50 raised already by residents. Poster to be placed on noticeboards.
12 Planning & Infrastructure –
a) Update proforma- 25/02064/PLF- Chapel Garth Farm Main Street New Arram.
1 objection received from a resident of Arram regarding potential noise issues. Difficult to support with only 1 resident objecting. Deemed not a strong enough case by the PC.
13 Website – Cllr Garbutt updated that a conversation has been had with a website company. Email received which will be distributed. New piece of legislation regarding .gov domain for emails. To be investigated further before any decision is made.
14 S/I Leconfield Playing Fields Association – No update.
15 Finance and Payment of Accounts – Clerk updated on current finance and spend against budget.
a) Income £3333.50
b) Expenditure £3522.14
c) Budgets setting date – Date agreed for 9th November at 13:00 hrs (Cllr Garbutt, Robinson, Haslam and clerk)
d) Budget Presentation / fresh investment / sign off – Precept meeting date set for 10th November at 19:00 hrs. All Cllrs in agreement.
16 Any other business –
a) Remembrance Sunday 10:45am @ St Catherines – To meet at 10:20. Cllr Hamilton to present wreath on PCs behalf.
b) Cottage Keepmoat – Possession taken back will be tidying up.
c) Rough Sleeper survey – Thursday – Cllr Hamilton will be out and about the Parish.
d) Bowling Club – Cllr Haslam assisting the Bowling Club finding an irrigation project acting on behalf of the PC.
e) FOSC annual Christmas Fayre – 22nd November (Free entry)
f) Flood Watch – Removed as a standing item due to no current issues. Will be added as required.
17 Matters Arising –
